There's no single list of "business licenses you need" because it depends on four levels of government: federal, state, county, and city. Every combination is different. But there IS a framework for finding exactly what applies to your business. Here it is.

The 4-Level Framework

Check each level in order. Most small businesses need items from Levels 3 and 4. Regulated industries also need Levels 1 and 2.

Level 1 — Federal

Federal Licenses and Permits

Most small businesses don't need federal licenses. You need one only if your business involves a federally regulated activity.

Level 2 — State

State-Level Professional and Industry Licenses

States regulate specific professions and industries. If your business falls into a regulated category, you need a state-issued license before operating.

Level 3 — County

County Business Licenses and Permits

Many counties require a general business license or tax certificate to operate within their jurisdiction. This is separate from your LLC filing.

General business license/tax certificate — often required, typically $25–$200/yr

Zoning permits — if operating from a non-commercial property (home-based business)

Health permits — if handling food, even from a home kitchen

Building permits — if modifying a commercial space

Sign permits — if installing exterior business signage

Level 4 — City/Municipality

City Business Licenses and Permits

Many cities require their own business license on top of the county license. Some cities with no county license requirement still have a city-level one.

City business license — $50–$500/yr depending on the city and business type

Home occupation permit — required in many cities for home-based businesses

Fire department permit — if open to the public or using certain materials

Alarm permit — if you have a commercial alarm system
